Councilman John Clamp of Distict 10 of the San Antonio City Council gets the award for the dumbest politician of the week. He is proposing a fine on motorists who hand out cash to panhandlers in an effort to make the panhandlers leave the city. So lets break this down, councilman: Rather than enforce a restriction on homeless people panhandling, you are going to institute a new law for police officers to either ticket or arrest the good-natured Samaritan who helps him out? And just how does this accomplish anything except to fatten the coffers of the city....oh Now I see.
